To use the hyperlinks in the HTML agenda (and tdoc list),
1) make a directory on your c drive to hold all the files pertaining to the present meeting;
2) download the html agenda (and tdoc list) file to this directory;
3) create a subdirectory called "docs";
4) download all the tdocs to that subdirectory.
The hyperlinks in the HTML files will then work correctly.
